ACFO to play key role in shaping DVLA's new online driver licence validation checking service

Following last week’s debate at the 2014 Company Car in Action event, ACFO (the national body for fleet decision-makers) is one step closer to helping the Driver and Vehicle Licence Agency (DVLA) clarify their new paperless policies for driving licences.

The said changes, which are due to come into effect on 1 Jan, 2015, include the abolition of the paper counterpart of the licence, in addition to moving driver and motor checks online with a particular focus on the V5C [Log Book].

For the past year, ACFO has been in regular dialogue with the DVLA to facilitate the switch to a more modern means of access following the government’s decision to abolish the paper counterpart of the driving licence in 2014/15. This transfer to online is part of the Government’s ‘Red Tape Challenge’ to reduce the burden and reliance on paper documents.

The seminar gave fleet managers and attendees the rare opportunity to discuss these new implementations face-to-face with DVLA managers. 

Chair of the session, ACFO Director and Head of New Business Development at Marshall Leasing, Richard Baird, shared his thoughts from the day.

“Overall it was a very positive session, and questions which were unable to be addressed from our October session last year were answered. The four panel members provided an honest and engaging debate showing the passion within the industry while contemplating the reality of what these changes could present. This encouraged lots of questions during the Q&A section,” Baird said.  

“The DVLA clarified changes coming into effect with the abolition of the counterpart license clearly, and outlined their future plans for putting online the V5C (Log Book) to reduce fleet management administration and paper!

“However - they had yet to clarify the fee or potential pricing structure involved in this. And if there is a fee involved in this, who will be the recipient of the increased charge?”
