Motorists could be charged for every journey in London under ‘smart road pricing’ proposals

Transport for London (TfL) is currently exploring ‘smart road pricing’ options that would charge by distance travelled, time and location to replace the existing congestion and Ultra Low Emission Zone (ULEZ) charges – meaning that drivers could instead be charged for every journey.
Mayor of London Sadiq Khan commented that the congestion and ULEZ schemes “are quite blunt and technology has moved on. I want London to be a global leader.”
It comes after a report found that car journeys in London needed to be reduced by more than a quarter in order to meet 2023 net zero emissions targets.
Sadiq Khan said air pollution and the climate emergency are “an issue of social justice across the globe – and in London as well, it’s the poorest Londoners, the least likely to own a car, who suffer the consequences”.
Given that the technology to operate such a scheme is unlikely to be ready before the end of Mayor Sadiq Khan’s second term in office in May 2024, other options are being considered to come into force in the meantime. These options include:
- A daily clean air charge for all petrol and diesel cars journeys throughout Greater London.
- Expansion of the ULEZ area as it currently operates with a daily £12.50 charge for older models throughout all boroughs.
- A combination of the above.
- A boundary charge to drive into Greater London – more than double the area of the recently expanded ULEZ.
TfL has stated that fully electric and other zero-emission cars would be exempt from all of the above.
