28 million people in the UK live in areas with 20mph zones

Police forces throughout Britain issued a record 216,000 fines for exceeding 20mph speed limits in 2023. This figure is four times that of 2018.

Despite promises from the UK government that statutory guidance would be issued to councils to ensure 20mph zones would not be introduced without local consent, the rollout of these zones has continued with several new schemes introduced throughout the country.

Campaign group 20’s plenty estimates that 28 million people in the UK (equivalent to around 40 per cent of the population) live in council areas which operate or plan to enforce 20mph zones.

Interestingly, a significant 97 per cent majority of the 700,000 fines received by drivers who exceeded the limit within 20mph zones since were issued by just two authorities – Avon and Somerset (87,000), and the Metropolitan Police (595,000).

Over the same period, 17 police forces have issued less than 100 penalties of this type.

Police forces in Lancashire, West Mercia, Cleveland, Humberside, Warwickshire and Lincolnshire have yet to issue a single penalty of this type, despite operating 20mph zones.

Figures obtained by The Times Newspaper UK show that the Metropolitan police enforced eight times as many penalties for motorists travelling between 20mph to 30mph than for those driving above 60mph.
