Almost 700,000 drivers to be affected by the London ULEZ expansion

The Ultra Low Emission Zone in London will expand across the whole of Greater London this summer, and it has been estimated that nearly 700,000 car drivers will be affected.

The expansion, taking place on August 29 2023, means that 691,559 cars (and 851,065 vehicles in total) which do not meet the ULEZ emissions standards will be charged a daily fee of £12.50 to drive within the new zone.

These figures represent 9.5 per cent of all vehicles within Greater London, as it was estimated by Transport for London (TfL) that 90.5 per cent of vehicles in the area are ULEZ compliant as of November 2022.

Interestingly, the outskirts of London currently host the lowest proportion of ULEZ-compliant vehicles, with 85 per cent estimated to meet the emissions standards as of January 2023.

The numbers above, acquired by the RAC in response to a Freedom of Information request, do not include vehicles from bordering counties such as Kent, Hertfordshire and Essex and it is estimated that 160,000 non-compliant cars will drive through the expanded zone each day.

The Mayor of London launched a £110m scrappage scheme offering eligible private car drivers up to £2,000 towards buying a compliant vehicle to help reduce the impact on drivers and business owners.

RAC head of roads policy Nicholas Lyes said that consideration should be given small businesses, tradespeople, NHS staff and carers who will regularly enter the expanded ULEZ for work from outside Greater London. He also said that consideration should be given to those who work at night when public transport is greatly reduced.
