Call for evidence on the private parking industry

The Department for Levelling Up, Housing and Communities has published a call for evidence on its code of practice for the private parking industry, which will be open until September 24 2023.
This will form part of the government’s review of parking charges issued for a perceived contravention of the terms and conditions of a private car parking facility. The evidence will be used to:
- Assess the effectiveness of existing industry limits.
- Test assumptions made in the draft impact assessment that accompanies this call for evidence.
- Where relevant, strengthen the evidence underpinning that impact assessment.
Evidence is being requested from both private parking operators regarding their fees for parking charge notices as well as debt recovery fees.
The British Vehicle Rental and Licencing Agency (BVRLA) says that it ‘will be looking to ensure that if debt recovery fees are allowed, they should be reasonable and only charged in genuine debt recovery circumstances, not when documentation between a BVRLA member and private parking operator has been ignored or mislaid’.
