TfL triples ULEZ investigations staff

Transport for London (TfL) recouped £25 million in the 12 months to July 2024 from people who incurred and failed to pay penalty charge notices relating to the Ultra Low Emission Zone (ULEZ).

A proportion of this amount (£710,000) was raised through the seizure and sale of offenders’ vehicles. In total, 1,429 vehicles were seized, 800 of which were later sold.

As you are likely aware, vehicles which do not meet the Euro 6 standard must pay a daily charge of £12.50 to enter the ULEZ which operates across all London boroughs. Failure to pay the charge results in a fine of £180 (reduced to £90 if paid within 14 days).

If the driver does not pay the fine within 28 days, it is registered as an unpaid debt, allowing bailiffs to recover the outstanding amount.

Figures from TfL covering the period to June 2024 show that an average of 42,555, non-compliant vehicles enter the zone each day, 6,000 of which receive penalty charge notices.

According to The Guardian, one driver received 45 warrants against them and was consequently forced to settle a balance of £16,000.

TfL told the newspaper that it was owed some £370 million in unpaid ULEZ penalty charge notices and was set to triple the number of investigations staff to help enforcement agencies in the targeting of repeat offenders.

Despite these staggering figures, TfL Chief Customer and Strategy Officer Alex Williams said that the data shows an average of more than 96 per cent of vehicles which enter the zone are compliant and exempt from the charge.
